Welcome to the HP Forum.
HP usually does not provide this info for CTO PCs. I can't isolate your MB and CPU specs.
However, it looks like your possible MB (Baker) could have an Intel H470 chipset and an Intel 10th Gen CPU.
Can you confirm the MB and CPU specs.
Both of these Intel components seem to be limited to PCIe 3.0.
Recent AMD MBs (some AM4 MBs and above) would support PCIe gen 4 (AM4) and Gen 5 (AM5) on the top M.2 socket and the x16 slot.
I have PCIe 4.0 on an AMD B550 MB.
