I want to install a GPU to my PC. The one I want is the AMD Radeon R7 450 4GB GDDR5.
I'd like to know if a PSU upgrade is possible for this PC, because I don't think the default PSU can handle it.

Your HP ProDesk 600 G1 SFF is fitted with a stock 240-watt power supply (please verify), and HP has not made available any power supply upgrades.
However, you can power your desktop with any industry standard ATX power by using an ATX power supply adapter, specifically specced for an HP ProDesk 600 G1 SFF, such as this example:
You can purchase one of these ATX power supply adapters anywhere, including AliExpress, such as this purchase example.
Before you rush to get one of these adapters though, see if your low-profile Radeon R7 450 4GB, which has a modest 65-watt TDP, can be powered by your existing 240-watt power supply. Yes, it would be borderline, but it is something I would try at least.
