I am looking to try and upgrade the 1600 super that is currently in my desktop, are there any 500-600 watt HP PSUs that would be compatible and have enough power for a 3060 or 6750xt?

I assume that your HP ENVY Desktop PC TE01-2000i (1K4E9AV) is fitted with a GTX 1660 Super, and that you got a Stark motherboard (SSID: 8860), and that you got a 400-watt power supply with p/n: L69242-800 -please verify.
If that is the case, I would very strongly recommend a GPU upgrade to a smaller-sized (two fan) RTX 4060, powered by a single 8-pin PCIe power cable, such as this quality/competitively priced purchase option via Amazon: Amazon.com: ASUS Dual GeForce RTX™ 4060 EVO OC Edition 8GB GDDR6 (PCIe 4.0, 8GB GDDR6, DLSS 3, HDMI ....
That way, you'll get a very significantly graphics performance improvement over your GTX 1660 Super, you don't need to upgrade your power supply, and (from my perspective), you don't have to deal with AMD's graphics card issues (stutterings, heat, noise, driver issues, etc.).
