Pavilion 400
Microsoft Windows 10 (64-bit)

I have HP EliteBook laptop with Win10 x64bit OS and got a HP Pavilion 400 wired keyboard.  I am a developer, relies on function keys during development. I tried different solutions as suggested in HP community like 

1. BIOS setting update for HotKeys

2. fn + esc, fn + caps etc

 

Nothings seems to be working. If anyone knows solution, let me know.

In your BIOS under System Configuration is Action Keys Mode:
"Disabled: requires pressing fn key +f1 thru f12 to activate action keys.
Enabled: requires only pressing f1 thru f12 to activate action keys."

 

If this isn't what you need reversed, please explain further and I'll try to help.

It works for laptop keys, not for external keyboard "HP Pavilion 4CE97AA USB Keyboard and Mouse ".
