You would have to carefully look at their dimensions for fit and carefully look at their power requirements: these cards require a specific 12+4-pin (16-pin) PCIe power cable, depending what RTX 4070 Ti Super card you choose -showing two dual 8-pin to 16-pin PCIe power adapter cables, one of which you'll need to power an RTX 4070 Ti Super:

That's OK: each 6-pin PCIe power cable from your 700-watt power supply can provide 12V x 18A = 216-watt of power, meaning, you can use 6-pin to 8-pin PCIe power adapter cables, which can then be used to a dual 8-pin to 16-pin PCIe power adapter cable.
