Why is my external CD/DVD writer not playing a video?

Windows 10 did not include a software package to natively play a DVD, so I assume that Windows 11 does not either.  You can use a free software to play the DVD - VLC will play the DVD.  VLC can be downloaded form here:

https://www.videolan.org/vlc/
