The Pavilion Desktop 590-p0025 I have has a 310 Watt power supply. I want to install a GPU but it needs at least a 400 Watt power supply. Is there a compatible 400 Watt or better power supply that will work with this desktop? And if so, what is the model type that will work with this case if HP doesn't sell it?

I have added your unit to the spreadsheet. (It will appear very soon). The data is valid for any 590 series computer.
HP utlizes a proprietary PSU design. An ATX 24 pin PSU will not work. Here is a spreadsheet that explains the different PSU part numbers. Sadly the most popular, the 400W #L04618-800 is 2 months out-of-stock. You order, and wait ! The other, the 942332-0001 is available, but you need to search the web for a "livable" price.
It is beneficial to mention the needs. The most intense game-play comes to mind. Then a GPU and PSU can be recommended.
Strangely, your unit is listed with 3 different power supplies, ie (2) 310 and (1) 180W. As you have a 310W, can you look and report back the model #, and if it has an unused plug, like a 6 pin PCIe power plug dangling loose.
