I would think the system has a MB add-in component problem or a MB SMT component problem possibly causing a short to ground or a dead power rail if the PC will not start and the power supply is good to go.
You're probably going to need a PC/electronics Tech in this scenario if the MB has issues.
You could try running the PC in a minimum config:
- Power supply
- one stick of known good RAM
- Known good graphics card or onboard graphics
- CPU
Then swap in known good components, one at a time, until the PC will POST. MB failure would be indicated if the PC will not POST using known good components.
