Operating System: Microsoft Windows 10 (64-bit)

Hi!

My processor (10400F) doesn't boost above 3.99GHz, although Intel and the HP spec sheet says it should be 4.3. I tried synthetic stress and just normal gaming, but nothing pushes it above. What could be the problem?
