That is very disappointing: I would have expected that the base (aka default) speed would be 2666 MHz...
What do you want to do?
[EDIT:] I would go for a refund and try out the RAM I identified earlier that will run at 2666 MHz:

Crucial BLS8G4D30AESBK.M8FE 2x8GB
Samsung M378A1G43TB1-CTD 2x8GB
