I have a HP Pavillion Gaming Desktop with 8GB of RAM, Nvidia GTX 1650 Super, and a 256GD SSD that came with it. How high can I upgrade all 3 WITHOUT upgrading the motherboard and possibly the power supply witch is a 400-WATT (or 450) and what are the possible components I can buy that are compatable with the Desktop?

Upgrades are listed here
https://support.hp.com/us-en/document/c06418627
AMD Ryzen 7 3700X and 32gb ram will max out your system IMHO
graphics upgrade may required more than 400 watt supply
look here for specs on 1660 super. i uses a 6 pin power connector (please verify as HP may not be the 6 pin version)
https://www.techpowerup.com/gpu-specs/geforce-gtx-1650-super.c3411
if you scroll the videos boards up and examine the more powerful for 6 pin and 100 watt rating you might find a better board but that is just a guess
