I just bought 16GB of ram with 3600MHz and I can't find where to configure it, such as where to enable all 16GB of ram and to enable all 3600MHz. I've been searching for hours and couldn't find any videos that matched it. Every video had a different BIOS, I'd really appreciate an answer to this problem. Thanks.

You can install 3200MHz but machine will run at 2666MHz

[EDIT:] @banhien mentioned four minutes before I posted my response, that your Erica2 motherboard only supports up to 2666 MHz. However, my reading of your desktop's motherboard's specs would suggest that your RAM could run up to 3200 MHz (PC4-25600 DDR4) see: (HP Desktop PCs - motherboard specifications, Erica2 | HP® Customer Support).
Having said this, even though your 3600 MHz RAM should/could theoretically run at 3200 MHz, unless your BIOS has the XMP/DOCP enabling feature and/or you specifically bought HP-sanctioned RAM, and/or specific software such as Intel's Extreme Tuning Utility (XTU) is HP-enabled to change RAM speed, you may end up getting stuck at 2666 MHz RAM speed as @banhien said.
