I'm running a hp workstation z620 with a 800w psu and dual xeon e 2609 v2 with a quadro k5000, I have about 60k, I'm planning to get a rtx 4070, or 5070 when it releases if it is under 70k, will my workstation z620 allow me? I mean using cable converters and all

Yes, your HP Z620 Workstation as fitted with an 800-watt power supply is compatible and capable to power an RTX 4070, which has a 200-watt TDP, like this HP Z620 Workstation User shows: HP Z620 Workstation Performance Results - UserBenchmark.

 

The 800-watt power supply is equipped with two 6-pin PCIe power cables (please verify), each capable to deliver 12V x 18A = 216-watt of power.  You'll need two 6-pin PCIe to 8-pin PCIe power adapter cables, plus a dual 8-pin PCIe to 16-pin PCIe power adapter cable.
