I recently bought Corsair Vengeance 3600 MHZ 2x8 ram sticks, and after installing both sticks, both ram sticks run at 2133. I looked in the BIOS and updated it but there is still no option to enable XMP or overclocking on the ram sticks. Is there a way to put it on, change BIOS, or am I screwed?

The max RAM speed/capacity of your OMEN By HP Obelisk Desktop 875-0014 (4NM65AA) as fitted with an Edoras motherboard (SSID: 84FD), is 2 x 16GB of DDR4 PC4-21300, 2666 MHz, Non-ECC, Unbuffered, DIMM, 288-pin RAM sticks.
When you look here: UserBenchmark: HP OMEN by HP Obelisk Desktop 875-0xxx Compatible Components, you can see for yourself.
The problem with Corsair Vengeance RAM and similar 'gaming' RAM is that its default or 'SPD' speed is set at 2133 MHz:
This means that only if you have access to BIOS XMP, can you change the RAM speed. Unfortunately, your desktop doesn't have this feature.
Hopefully you can return the Corsair RAM and get your money back. 'Stick' with conventional Crucial or Samsung RAM.
