So, I paid for 3201 MHz for my ram and instead I am using 2133 MHz People say this the default, but I want to get what I paid for which is 3201 MHz Unfortunately, I can't use the Intel Extreme Tuning Utility because it won't download. But I am supposed be able to change it in Bios and I can't find The Tab where it's supposed to say XMP (which will make my ram speed change) and go to 3201 MHz which is what I paid for instead of 2133 MHz which is what I am currently using, and I don't want to use this speed.

I am sorry, but the RAM speed limit for your HP Pavilion All-In-One 24-B016 (V8P29AA) as fitted with an HP Saipan-UF motherboard with SSID: 81B7, is 2133 MHz.
This is based not just what HP says in its specs: https://support.hp.com/us-en/document/c05121421, but also because of the 6th-gen Intel processor RAM speed limit (such as the i7-6700T) fitted in your AIO, which is set at 2133 MHz: https://www.intel.com/content/www/us/en/products/sku/88200/intel-core-i76700t-processor-8m-cache-up-....
In addition, even if your AIO could run RAM at higher speeds, if you happened to purchase Corsair Vengeance or G.SKILL gaming RAM, these RAM are running at a default or "SPD" speed of 2133 MHz and require BIOS XMP access to boost their speed which your legacy AIO does not have.
