I think you may want to look for a means to recover data from the hard drive instead of the motherboard.  If the laptop has failed for some reason, then all of the data stored will be on the hard drive.  In order to recover the data needed, it would help to have the model number of the laptop and some explanation of what happened to cause the failure.

How can I recover data from a HP laptop that doesnt use a hard drive. It has a soldered chip for saving data?

Since the model number has not been posted, I cannot say.  If it is as you say, then most likely it is not possible, or will require much more work.

How do you know there is a motherboard failure?

According to what I found, the PC is a Stream 14-AX022NR and has a 32 GB eMMC as a hard drive.

What does the PC do when a start-up is initiated. Please explain in detail what you see and/or hear.  Do not say "it doesn't work"
