The CPU cooling fan on my HP Pavilion desktop has quit in less than 3 years of minimal use. I need to replace it but online search shows the Wistron P/N 360.06EOU.001 that it came with is not a good fan. Is there better fan I can use in its place. Thanks.

I only want you to "look" at this picture. OK ? The fan is secures by 4 screws to the heatsink. You only need the fan. OK ? Here is how to measure the fan. The fan has 4 wires, so it is a PWM fan.
Now lets assume it is an 80mm fan. OK ? Here are 80mm PWM fans.

I have the same fan issue with a HP Slimline 270-p027cb desktop. Apparently HP decided to "orphan" this unit so HP Parts nor any authorized repair center have HP Part # 866177-001 (Thermal Module 570-P023W AMD BrisRid 65W, Shave2+) available.
I contacted HP Parts and asked them to identify the fan manufacturer and the fan model number so I could obtain the fan directly from the manufacturer but they refused. I found a photo of the part and it had the following numbers on the side:
Wistron P/N 360 06E0U 0001 and CT EGJHUDAYZAL9DS.
Apparently this is a 65W fan and it secures by 4 screws to the heatsink. It has 4 wires (black, yellow, blue, & red) so it's a PWM fan. I'm not sure if it's a 80mm fan, but since this is a 270 unit I assume the size is the same for all these units since they have the same case size.
So, do I also follow the newegg link for a 4-screw, 80mm, 65W, PWM fan? Thanks!
