Microsoft Windows 10 (64-bit)

Now have an HP desktop:

Model --------------       700-200z

System ID ---------      2AE0

Produce ID --------      E6S60AV#ABA

Ram Size ----------       12288 MB RAM

Bios Date ----------      10/3/2013

BIOS Revision ---       80.46

Processor --------     AMD A10-6700APU with Radeon™ HD Graphics 3700 MHz

Can't install Windows 11 on this setup.

Want to replace old board & processor with new board using AMD Ryzen 5 processor; -is this possible at reasonable cost compared to a new desktop?

I would imagine a new motherboard could be found with some investigation.  The present motherboard is a uATX: 24.3 cm (9.6 inches) x 24.3 cm (9.6 inches), so limited availability for a board that size and Windows 11 compatibility, and use the processor of your choice.

I would recommend looking for motherboards that size that are Windows 11 compatible from retail motherboard vendors.  The uATX: 24.3 cm (9.6 inches) x 24.3 cm (9.6 inches) size will be a problem as retailers normally start with ATX size boards for new products and work their way to the smaller boards as popularity for the new platforms grows, but have fun and learn as you investigate.
