Even though the specs for your HP ENVY Desktop - TE01-0903ng (9FA81EA) as fitted with a Rother motherboard (SSID: 8653) says "TDP: up to 65 W", this HP ENVY TE01-0xxx User who fitted their desktop with an i5-9600K (TDP: 95-watt) shows that the actual TDP limit for your desktop is 95-watt: HP ENVY TE01-0xxx Performance Results - UserBenchmark:
Interestingly, your desktop is fitted with a 95-watt rated CPU heatsink, with p/n: 644724-001 "Heatsink - 95W, Kidd".
My reason to reference the i5-9600K, is that an i7-9700K / i7-9700KF also have 95-watt TDPs, an i9-9900 has only a 65-watt TDP so is definitely compatible, and an i9-9900K / i9-9900KF have 95-watt TDPs -just like an i5-9600K, so there is no reason to presume they are also not compatible.
Of course, if or when you transition to a 95-watt processor, it would be prudent to also improve the overall airflow (cooling) through your desktop by adding one or more cooling fans.
