I have a NVIDIA GeForce GTX 1060 3GB and I'm hoping to replace it with a NVIDIA GeForce RTX 2070. However, I have no knowledge of computers and want to install it myself as it would be cheaper, but I don't know what else I would need in order for my PC to be able to take the new Graphics Card.

The HP 795 series computers utilize a unique proprietary designed PSU. It only has two 2x2 plugs and an inline 7 pin plug. The length of a typical RTX 2070 is 9" and needs 175W. That is an aincrease of 50+ watts. It also requires an 8 pin PCIe power plug.
Look at my spreadsheet. It explains different PSU model numbers and if it has a PCIe power plug, and which type.
