I was wondering why is there no Ryzen support for the P06 bios model , as much as i can tell both are nearly identical and is not missing any crucial requirement ( same socket , same chipset ) so why is it only that the newer P09 have the ability to upgrade to Ryzen Zen 1st gen processors while the P06 is left stuck on previous gen.

I don't understand what you mean.
There is one BIOS file for both the P06 and P09 SSID's:
HP EliteDesk 705 G3 Small Form Factor PC Software and Driver Details
If you read the BIOS release notes under the Revision History section, none of them add support for new processors.
I have attached the HP Quickspecs for the 705 G3 PC series below.
The SFF and MT have always supported the Ryzen 1st Gen processors up to the AMD® Ryzen™ 7 PRO 1700X.
I don't see any references to 'with a specific BIOS SSID.'
The AMD® Ryzen™ 7 PRO 1700X would require installing a PCIe x16 graphics card.

Here's where the problem begins, the specs listed for the 705 G3 is all over the place. for eg;
this link below only shows the A series processors and doesnt not mention Ryzen anywhere

However the Quickspec attachment you posted does mention Ryzen processors in the supported list But the document doest not explicitly state anywhere that there are "two seperate" versions of the system or any mentions of a seperate "P06" or "P09" motherboard types.
But, in the document change log it mentions
"November 29, 2016 Version 4 to 5 Updated At a glance, Operating Systems and Processors section were
updated."
and then
"July 13, 2017 Version 13 to 14 Update Operating System section updated; Processors AMD® Ryzen
section updated."
Now it is not clear wheather the support for Ryzen was later added on or the document was revamped for just the newer "P09" which supports ryzen out of the box.
More over you can have a look at the Benchmarks uploaded by users in this website which basically runs a software on your system to benchmarks different things and then uploads the data on the website.
UserBenchmark: HP EliteDesk 705 G3 SFF Compatible Components
Click on any system from the "User Benchmarks for this system" section . all ryzen systems will show you the motherbaord as "HP 835B" on the right side of the page which in other words is the "P09" mobo while all the other with A series will have "HP 8265" mobo which is "P06" one.
This uploaded data clearly states what the processor was and the motherbaord and every single board which was "P09" has a ryzen installed where as all the "P06" had only A sereis futher proving the two distinct mobos avaible on the same system.
Now again my questions remains is why is HP not updating the P06 Bios with support for ryzen and let all the users have another chance to upgrade their 705s. is there any major difference which not allows it to upgrade ?

Since this is a peer-to-peer forum and we don't work for or represent HP, none of us would be able to address your question regarding why HP is not updating the P06 Bios with support for 1st Generation Ryzen processors.
