I added a second cooling fan in the SATA bracket to my HP EliteDesk 800 35W G4 in order to better cool the two M.2 SSDs. However, the fan doesn't run for more than a few seconds right when I press the machine's power button. As soon as I get to a BIOS screen or Windows begins to boot, the SATA bracket fan no longer spins--even if the M.2 SSDs get very hot.

What needs to happen in the BIOS or software for the SATA cooling fan to actually run? It must be getting power from the secondary MB fan header to spin for a few seconds at first power on, but after that it never spins. (NOTE that I've already tried resetting the BIOS, including physically removing the CMOS battery, but it didn't make the SATA bracket fan work. The CPU fan works just fine).
