Does the HP Envy with an 8B3B motherboard have an internal header to add a serial port? I have a GPS with serial output that I want to use for time synchronization.

An excellent question, and I will do my best to answer your question.

 

The SSID: 8B3B motherboard pertains to the HP RenoR2 motherboard: https://support.hp.com/us-en/document/ish_7332209-7332253-16, but there is little else I can tell you at the moment.  What is the system model and SKU number of your PC?

 

You can find this information by typing in: System Information in your lower Windows search bar, and clicking on the System Information app, and looking to the right of System Model and System SKU, and providing that info.

some older motherboards did have a internal 9pin male header for a optional serial connection finding the necessary part nowadays can be fruitless

 

I recommend a USB to SERIAL ADAPTER, just keep in mind that not all serial adapters have the necessary support for obscure serial specifications check the mfgr's specs also cheap unauthorised clones of the usb serial chips abound these also may not support the needed serial commands you require stay with a vender who can state that the chip used is indeed a legit usb to serial chip from FTDI, or SiLabs (Silicon Labs) while 9pin to 25 adapters exist try to buy a usb ser device that has the necessary connector you need

Thank you for providing that information in order to provide you with the best available information: the specs for your HP ENVY DESKTOP TE01-4254 ALL (7HOU6AA) says it is fitted with the RenoR motherboard with p/n: N00594-603 "MOTHERBOARD RENOR INTEL RPL-S H670 WINDOWS".

 

Looking at the overall RenoR motherboard layout, I can say that this board -at least compared with industry standard (gaming) motherboards, offers fewer port options, and therefore I would go with @DGroves' suggestions.
