The "genuine HP Heatsink Gen Intel 95W ENT18 S" meant for HP EliteDesk 800 Gx SFF desktop-compatible high performance (95-watt) processors, has p/n: L04397-001 (L30413-001), and are pricey due to their scarcity.
Here is one UK Seller -actually, the only one I could find across the Pond in your neck of the woods, who sells them: Genuine HP L04397-001 Heatsink Gen Intel 95W ENT18 S 5059998039290 | eBay.
I use one of these 95-watt heatsink cooling combos, but I am leaning towards switching to a liquid AIO cooler I bought recently -new!- for pennies to the dollar via eBay:
Not sure if this is going to be terribly practical, but I see it more as a "proof of concept".
As a matter of fact, I am considering purchasing an i9-9900KS -which has a whopping 127-watt TDP, to move my HP EliteDesk 800 G5 SFF upgrade project into the stratosphere.
Even though my eGPU (RTX 3080 12GB) is powered separately using a synced 850-watt power supply, the internal 250-watt power supply would likely not be up to the task to provide sufficient juice to power this bad boy. To that end, I have been doing some research to see if any of HP's proprietary SFF 400-watt power supplies would fit inside the EliteDesk 800 G5 case. I may have found something -and when I know for sure, you'll be the first one to know.

The new "810281-001" heatsink arrived and has been installed.
High load peak temps have dropped from 100C to 92C.
Normal game temps have dropped from 77-85C to 70-75C.
As for power supplies, I believe the "L04618-800" is the 400W sff model. And the "L77487-003" and "L05757-800" are both 500W sff models.
I'm currently using the L77487-003 PSU which powers both my 3060 and i9 9900k, I'm not sure if this PSU is a bottleneck or if the PSU is damaging parts but I used MSI Afterburner to try and monitor the power useage of the CPU and GPU and the power draw seemed low enough for the PSU to easily handle.

Yes, the 400-watt power supply with p/n: L04618-800 and the 500-watt power supply with p/n: L77487-003 are the two power supplies that fit in an SFF case. The 500-watt p/n: L05757-800 is too large (height) to fit in an SFF case. I purchased -and waiting to receive, a similar 400-watt power supply with p/n: 942332-001 based on the "P2" color wiring (red, white, black, green, grey, empty, black).
Your 500-watt power supply, in my opinion, is more than sufficient to power both your i9-9900K and an RTX 3060. It seems highly unlikely to me that you'll have to worry about power bottlenecking. As a matter of fact, a 400-watt power supply (p/n: 942332-001) in my HP ProDesk 600 G4 MT (Solved: Upgrading to an HP ProDesk 600 G4 MT - HP Support Community - 8610054) powers an i7-8700K and an HP RTX 3060 12GB just fine, even when 'stepped' upon.

I wonder if you could check something for me. I want to purchase the 500-watt power supply you indicated is compatible with an HP EliteDesk 800 G5 SFF, with p/n: L77487-003. Looking at the 7-pin "P2" power connector on this PSU:
It almost looks like a larger-sized 7-pin P2 power connector as compared with the 7-pin P2 power connector of a 250-watt PSU with p/n: L08417-004:
