Welcome to the HP Forum.
The monitor works. You seem have a problem on the PC hardware side of the equation.
Please provide a specific HP Product Number. Do you have: a Desktop PC, an AIO PC, or a Laptop?
What does the PC do when you depress the power button?
In other words; does your PC startup (fans spin and you see LED activity) or is it completely dead when you try to start the PC?
The Forum can't attempt to assist in detail without knowing what specifically happens at system startup.
General Troubleshooting Tips:
Desktop PC:
If you have an operational Desktop PC check/reseat the video cable connection at both endpoints . Try a different video cable. Try different video out connections from the graphics card (DP, HDMI, DVI, or VGA).
Then try onboard video if the PC supports this. Or try a different graphics card.
You may have to test/replace other internal PC components if the system does not start when you depress the power button.
Mobile PCs or AIO PCs:
Laptops and AIO PCs move video data internally. You would need a PC Tech to solve internal video problems in this instance.
No video out could mean the Laptop or AIO PC has a CPU problem, discrete GPU problem, or a MB problem. A serial cable problem is also an item of interest.
