Welcome to the HP Forum.
Well, a 3:4 BIOS error code represents a power system failure. In your situation this error is intermittent since the PC will work when you restart the PC.
HP recommends reducing the PC to a minimum config.: MB, CPU, power supply, and one stick of memory. You have an AIO so reducing the PC to a minimum config would be problematic since most components are integrated in the MB.
You will have to try different components (power supply, memory, MB, and CPU) to find the faulty part.
I would contact HP Support if the PC is in warranty. Or have a local PC Tech take a look.
This is as far as I can it in diagnosing this type of problem in a Forum.
