Yes, you can do that.
HP Pavilion 570-p023w Desktop PC Product Specifications | HP® Customer Support
For the 2.5" HP SSD you will need a 3.5" to 2.5" hard drive caddy so you can mount the 2.5" SSD where the 3.5" drive is currently installed.

Yes, you can do that as well, but since your PC's M.2 slot is only PCIe Gen3, you will not achieve the maximum read/write speeds advertised.
I recommend either the Samsung 980 (not 980 Pro) 500 GB, or the Western Digital Blue SN570 500 GB.
Those are both PCIe Gen 3.
