The GT 1030 is newer, draws less wattage (30 W vs. 64 W) still has graphics driver support from Nvidia, and seems to have slightly better performance than the GT 740.
The GT 730 would have no problem working with a 240 W power supply.
UserBenchmark: Nvidia GeForce GT 740 vs 1030
Once in a while, Nvidia releases 'security' drivers for the GT 7xx series but I don't think that makes any difference regarding the graphics performance.
I have a GT 710 and GT 730 in two PC's and seem to get those twice a year or so.

All I can say is try it and see.
I installed a GT730 in my HP 8000 Elite CMT and it worked.
The 8000 Elite is the upscale model of the 4000 Pro.
I believe your PC has a 240W P/S. Correct?
The specs on the card indicate a suggested P/S of 250W so you are only 10W short.
