So he core 2 quad q9550 it is TDP of 95W

So the AliExpress sent me the wrong core 2 quad I ordered the q9550s but I received q9550 with a TDP95W so can I put that normal core 2 quad Q9550? On this pc pls tell me anyone. its running an core 2 duo E7500 does it support? I know that lga775 socket but the AliExpress says it supprts g41 g45 g31 motherboard but I have B43 chipset motherboard so does it run no problem?

Unfortunately, a Q9550 is not compatible with an HP Compaq 4000 Pro SFF:

I found that out myself with a desktop similar to yours, an HP Compaq dc7900 USDT, where only 65-watt processors such as a Q9550S would work.

Your PC will not boot up at all. At best, you may see a message on your screen saying something like: "this processor is not compatible with this computer."
