I am considering acquiring the following machine: "HP Envy TE01-0150XT - Desktop PC - Intel Core i5-9400 2.90GHz, RAM 8 GB, 1 TB HDD, GPU: Intel HD Graphics". On the seller's site it does not show the full specs (PCIe 4 or 3, M.2 NVME, Sata, or both; etc).
To my surprise one can not find the specs for the aforementioned machine on HP's support webpage either, unless you enter the serial number of the machine. I know that the same model often has some variations (type of processor, amount of ram, hdd or ssd, etc), but couldn't hp provide a basic generic spec sheet for a given model like pretty all other manufacturers do?

Unfortunately, you won't be able to find that information because the model you are interested in purchasing is what is known as a CTO (Configured To Order) PC.
That means PC resellers (Best Buy, Wal-Mart, Amazon, etc.) and individual customers can order these PC's with different processors, graphics, Wi-Fi adapters, etc.
As you can see from the parts list for a CTO...there can be many different major components the PC and come configured with.
What we can determine from the above-mentioned parts list is the PC has the Rother motherboard, the specs are below...

From that, we can determine that the PCIe generation of the M.2 NVMe SSD slot based on the Intel H370 chipset specs, is Gen 3.0.

And we know the slot supports NVMe SSD's because the parts list shows the various NVMe PCIe Gen 3.0 SSD's offered in the model series.
And the description that you posted indicates that it only comes with the onboard Intel HD graphics but there is an expansion slot for a graphics card.
What we don't know but can probably assume is that it only has the 180W power supply since it does not come with one of the listed PCIe x 16 graphics cards, and that since the listing mentioned a 1 TB HDD, that you are going to get a 3.5" mechanical hard drive, not a NVMe SSD.

Yeah, I understand your point. And don't know much about the scope and variety of configuration in these HP's CTO desktops. But there are other manufacturers for which some of their desktop models are also subject to different configurations (different processors, memory, discreet graphic card or built-in video, different types of storage, etc) and they still have spec sheets that do accommodate for those variations.
A case in point would be the Lenovo Thinkcentre M710 for which the specs can vary quite a bit, but it still has a spec sheet that accommodates such variations as shown in the link below:
