How do I fix this

The issue is related to a system board failure and the only way to fix that is via an HP authorized service center tech, because issue requires the use of a proprietary DMI tool and knowledge of the serial number/product number.

 

Only HP has that tool available as well as the required information to put in the BIOS. 

Considering this device is out of warranty, I suggest you check at the nearest service center using this link for assistance in getting it repaired at a nominal fee: https://support.hp.com/in-en/help/service-center
