System will not start up. Hard disk error 3F6. Ran extensive test and it passed all portions. Will not reboot in safe mode; attempted system recovery but it did not work.

It appears that you hard drive has failed. Here is the meaning of the diagnostic code:
Your only option is to replace the drive. If you don't have a backup of your data it will be lost forever.

buy a replacement SATA cable. make sure that it clicks in properly.
If the HDD passed its tests then its most likely the cable is moving and not seating properly.
If its a nvme drive, remove and reinstall.
