I run HP TPM upgrade software (sp87753). It claims it has succeeded on a reboot, where I select F1 to accept changes to TPM. But I see from running Windows tpm.msc (and from bios) that I am still back on TPM 1.2.
Here is the output from HP's TPM upgrade. I cut out the parts where it rejects un-needed upgrades for other systems. It seems to succeed. I get back into Windows, but nothing has changed.

I had this trying to upgrade TPM from 1.2 (v4.40.119.0) to 2.0 (v5.62.3126.0) on my Z840's
What is your BIOS version? I was running BIOS v02.61 and had to downgrade to v02.59 (or v02.54) before I could successfully complete the TPM upgrade.
I then upgraded BIOS back to v02.61
Hope this helps.
