I was informed by Microsoft that my pc is not compatable for Windows 11 because TPM issue. I tried to enable TPM with no success because as HP informs me my motherboard does not have TPM ...HP suggests I buy a new pc from them

Did Microsoft inform you that they will support Windows 10 until October 2025? At that time, you do have the option of purchasing a replacement PC from HP, or Dell, or Lenovo, or ....
