Hi:

Not according to the processor upgrade info at the link below.

https://support.hp.com/in-en/document/c05814191

I don't know what BIOS family your PC has, but one of the 2 BIOS updates adds support for the Intel CFL i5-9400 processor.

HP Consumer Desktop PC BIOS Update (ROM Family SSID 8437)

The chipset supports a wide range of processors according to the Intel specs, but the BIOS needs to have the correct processor microcodes in order to support them.

So, upgrading to any i9 processor not specifically supported by a BIOS update would be a complete gamble on your part.

(talk about forest and trees!)

Tampa2 motherboard seems supporting this CPU:

https://support.hp.com/in-en/document/c06177288

Processor upgrade information

  • TDP: up to 95 W
  • Socket type: LGA 1151
  • Motherboard supports the following processor upgrades:
    Processor
    TDP
    Integrated Graphics
Intel Core i7-9700K (Coffee Lake R) 3.6 GHz, Octa Core
    95 W
    Intel UHD Graphics 630

So although it's a gamble indeed, it's definitely worth trying.

Make sure your PSU is capable enough, and that your heat sink / cooler / CPU fan assembly you have can cope with the heat.

Judging by your specs however (500W PSU, -K processor already, with the same TDP [95W]) I daresay you should be fine.
