I'm aware that upgrading the GPU will also require upgrading the power supply (for the gpu's I'm thinking about), and I've seen specific cards mentioned, but has anyone measured the cavity where the GPU slots are to be able to give maximum sizes (height and length: easier to shop multiple brands/makes of gpu if I can just check their specs)?
(currently looking at an MSI Ventus GeForce RTX 3050, but curious about the dimensions in case that one is out of stock or if something similar goes on sale.)

Smaller-sized (two fan) graphics cards would fit best.
The challenge is that the best power supply I could identify for your HP ProDesk 600 G3 Microtower, is a 250-watt unit with p/n: 922456-001 "SPS-P/S MT 250W ENT17 92pct. 12V 2OUT".
In order to power an RTX 3050 with a 250-watt power supply, you'll have to pick this RTX 3050 model, which only has a 70-watt TDP, and doesn't require a PCIe power cable: MSI RTX 3050 Low Profile 6 GB Specs | TechPowerUp GPU Database.
This card is priced pretty good at the moment, such as this Amazon purchase option: Amazon.com: MSI Gaming RTX 3050 LP 6G OC Graphics Card (NVIDIA RTX 3050, 96-Bit, Boost Clock: 1492 M....
