My grandaughter wants to upgrade the graphics card on my old desktop (HP Envy 750-514) as part of a school project. She purchased a new cpu, power supply and a Gigabyte Nvidia GeForce GTX 1070 8 GB Windforce OC GDDR5 Graphics Card. The power supply and CPU work and got the graphics card installed in one of the two available slots, but she is not able to get the graphics card working.
The question is, should the graphics card work out of the box or would the bios need to be updated to recognize it?
Maybe she got a bad card but it does not show any signs of life when she turns on the power. Any suggestions?

Hi, Mark:
Did your granddaughter plug in the supplemental 8-Pin power connector that model card requires?

That connector should have been included with the power supply she purchased if the P/S met the minimum power supply requirements for the card (500W).
If she did, the card should have worked without any additional steps.

According to: HP ENVY Desktop - 750-514 PC Product Specifications | HP® Customer Support, an HP ENVY Desktop - 750-514 PC (Z5M38AA) is referenced to have been fitted with an Odense2-K motherboard (SSID: 82F1).
You said that the GPU was fitted, quote: "in one of the two available slots", but there is only one PCIe x16 slot that is capable to install a graphics card. The other PCIe slot is a much smaller x1 slot:
Anyway, the only thing I wanted to add to @Paul_Tikkanen's post, is that you may want to check that the BIOS setting for the PCIe x16 slot is enabled. You do this by powering off the desktop, remove the power cord, push the power button for three seconds to release any residual power, and then removing the GPU. Upon powering on your desktop, without the graphics card, keep hitting the F10 key until you see the message "Entering setup menu". After a second or so you'll have access to BIOS. Go to the "Advanced" tab, and select "System Options", which should look something like this (took a picture):

Yes - sorry, the picture I had with the graphics card installed was rotated compared to the diagram in the manual so I mistook the two memory card slots as the PCIe slot. I don't think they have done anything with the BIOS so that may be what the issue is. I thought it might be BIOS but didn't know where to look. Thank you. I'll pass this on and let everyone know the outcome.

Then it is probably not the power supply.
If it had an 8-pin supplemental power connector, it probably had enough wattage to power on the video card.
Unfortunately, I don't have any other suggestions for your granddaughter to try.
The PC should definitely support that model card, since it has a new enough BIOS to do so.

I'm sorry - my grandaughter has been really busy in highschool and unable to try the bios set up check until yesterday. The Advanced menu in her Bios set up does not have a "System Options" submenu. The menu and submenus she can see are as follows:
She looked at all of the other Bios set up menu items and did not find "System Options" anywhere.
So - does this mean that the slot is automatically enabled?
By the way, her Bios version is 2.18.1263 © 2017.

Two things: change the "PCI VGA Palette Snooping" to disable, and perhaps more importantly, upgrade your BIOS to version: F.27 Rev.A (May 30, 2019) for your Odense2-K motherboard (SSID: 82F1):
