OCCT will provide all CPU core performance and temps (minimum, average, and maximum per core) in the right window.
What are you seeing as the test runs?

According to this it has Turbo Boost functionality enabled. I could not see it in the Bios. So that is fine, but the Ram running slower that what it should is a little concerning. What are my options being the board would not support purchasing additional Ram because it would not run any faster that what it is now yes.

Did some CPU cores get close to, or hit 5.4 GHz during the OCCT stability test?
Your PC is new (January 2024). I am not familiar with the RenoR MB's BIOS settings. Older HP Txxx series PC's generally did not provide MB XMP settings. And retail RAM (non HP) would default to 2400 MHz or 2666 MHz.
I would contact HP Support if the HP RAM is not hitting 3200 MT/s and the BIOS does not provide options to use XMP settings.
The difference in RAM performance between 2400 MHz vs 3200 MHz is milliseconds and can only be detected by running benchmarks.
But the HP RAM should do 3200 MHz.

Intel Turbo Boost is baked into the processors.
Maximum boost depends on: MB power delivery to the CPU socket ,which is determined by the MB manufacturer, and maximum allowable CPU temps.
