Is this drive a 4k blu-ray burner and, is it compatible with windows 11.

Yes, the LG BU40N Blu-ray Writer "BD-R/RE Support - 24x CD Read/24x CD Write/16x CD Rewrite - 6x BD Read/6x" is a 4K playback/burner drive.
It is compatible with Windows 11 for playback when you use the VLC media player: How to Play Blu-ray on Windows 11 Laptops & PC: 3 Ways (appgeeker.com).
Other helpful information: No Need to Stream: How to Rip Blu-ray Discs to Your PC | PCMag.
Couple of caveats though: Users have commented that depending on your PC/processor, getting this drive to work may "burn" some or a lot of your time before you get to utilize, well, all of its theoretical capabilities.
