It is possible that the USB3 circuits on the motherboard have failed.

You could purchase an add-in adapter card, to add USB3 ports.

Example: axGear New 2 Port 5Gbps USB 3.0 PCI-E PCI Express Card Adapter for XP Vista Win 7 8 | Best Buy Canad...

Under $20.

After trying dozens of things, I finally found a solution.   What worked was deleting as many usb devices as possible in Device Manager which finally got the computer to reinitiate the proper driver configurations.  This fix was problematic to do since my mouse and keyboard are both usb involving multiple power down cycles and this did cause a bit of a problem that required a cycle or two of keyboard only navigation and required reinstalling a few drivers to get the mouse working again.   Luckily the directory with all the drivers was open in file manager or I'm not sure how I'd have navigated to the drivers.
