Hello everyone. I have an HP Prodesk 400 G4 Microtower. Yesterday I connected a small electronic power adapter for my Arduino kit to my PC's front USB Port, I then had a power surge and got the notification on my screen. Now it won't go away and my front USB ports won't work. Has anyone ever experienced this kind of problem before?

Yep.
You plugged power into a port that was not designed for it and you may have smoke checked a circuit.
You can get away with doing that with a USB PD port in a modern laptop, but a desktop is quite different.
It is time for inspection and repair.
Make sure you unplug the PC before opening it up.
You might even be able to see damages circuit traces by eye.
Look where it should be silvery but is now black.
Black=fried circuit trace.
I have a few Arduino devices and I only plug power into the Arduino device power ports, never into the PC

Thanks for the response Eric. I have tried all software related fixes, from USB driver reinstallations to adjust power management to the USB ports from the driver tabs in device management. Nothings worked. I suspect it could be a hardware failure some where on the board.
I ran some tests in the UEFI diagnostics. And got this report.
FAILURE ID : PLN7W4-A1K8MF-WPQE21-8D4N03
