Welcome to the HP Forum.
A 3:4 POST error is described Here.
You would have to test the MB in a minimum configuration.
A minimum configuration is:
1. Try all factory memory modules but do one stick of existing RAM, one at a time, in each memory slot.
2. Existing graphics card or use onboard CPU graphics (recommended), if applicable.
3. Existing power supply.
4. Existing CPU.
Then replace each core component per above with a known good replacement component, one at a time, until the PC will POST.
The MB could post after disconnecting all unnecessary: drives, any add-in PCIe cards, the WIFI module, and unnecessary front panel USB connections. This would suggest one or more of the auxiliary components is/are causing the POST error.
Sometimes the MB is the bad component.
It may be wise to have a local PC Tech find the faulty component if the warranty period has expired.
