Product: HP Spectre x360 13.5 inch 2-in-1 Laptop PC 14-ef2000 (771X1AV)

When installing windows 11 from .iso freshly downloaded from Microsoft, it comes without WIFI and USB drivers, making it impossible to use or upgrade.

What is the solution?

I can't help you with why there are no USB drivers because those are automatically included in the W11 installation media.

 

However, for the Wi-Fi, you can set up W11 as a local account and then install the Wi-Fi driver afterward.
