Interested in upgrading graphics card.
I am not a gamer but use my PC for LR Classic, for photography editing.
A small bit of video editing, although that might increase in the future.
Each time I start LR Classic, it warns me that my graphics driver is out of date.
With increasing use of AI within LR, processing has slowed down recently.
Any suggestions on what options I might have to add a new graphics card?
Alternatively, is it time to look at a new PC?

Your questions are primarily budget driven: how much money are you willing/able to spend?
Given your computer requirements, you can easily and inexpensively upgrade your HP EliteDesk 800 G1 SFF. No particular need to buy a newer PC per se -at least in my opinion.
Your PC is fitted with a 240-watt power supply, which would support a low-profile RX 6400*, low-profile GTX 1650**, or an RTX A2000***, though the latter option would be the most expensive. You could buy one of these graphics cards new (Amazon, Newegg, etc.) or get a used one from a trusted eBay Seller.

Another option is to get rid of your proprietary HP power supply altogether, and use an ATX power adapter cable such as this one: Amazon.com: COMeap 24 Pin to 6 Pin ATX Power Adapter Cable for HP Z220 Z230 SFF MT TWR Series 4000 6..., which you can use to switch to essentially any industry standard ATX power supply -likely to be placed outside your SFF case because most ATX power supplies are larger than could fit inside your desktop. You can then hook up any GPU your budget would allow (also most likely connected/placed externally). I purchased the GeoForce GTX 1650 LP, on your recommendation.
Unfortunately the height of the card exceeds the height of the case for my EliteDesk 800 GTI SFF.
Any other graphics cards you could recommend that would fit in my HP Desktop?

Well, this is surprising news to me, because there should be room for a low profile GTX 1650 fitted with a low-profile bracket to easily fit inside your HP EliteDesk G1 800 SFF...
For example, consider the GigaByte GeForce GTX 1650 4GB LP OC with these (more or less standard LP) dimensions: L=167 W=39 H=69 mm (w/ low profile bracket) as fitted in an HP EliteDesk G1 800 SFF: https://www.youtube.com/watch?v=xRxfHtfkynU.
Another low profile GTX 1650 example: an MSI GeForce GTX 1650 4GB LP OC: L=168 x W=37 x H=69 mm (as fitted w/ a low profile bracket).

I realize now that despite my best efforts, I did not purchase the LP card. I made an effort to distinguish and failed. I am having some trouble finding low profile cards.

Indeed, after browsing Amazon-CA, eBay-CA, Best Buy-CA, "Canada Computers & Electronics" and last but not least here: Product Search - PCPartPicker, I see what you mean: I could not locate a low profile GTX 1650 in stock either.
Not only that, but low profile GTX 1650 cards are relatively difficult to come by here in the US too, and they are way overpriced as well: Amazon.com: MSI GeForce GTX 1650 4GT LP Graphics Board Low Profile Space Saving Design VD6989 : Elec....
Here is one (US) offer from a Seller via eBay-CA: ZOTAC GeForce GTX1650 LP Low Profile GDDR6 Graphics Card (ZTT16520H10L) 4537694287807 | eBay.
If the LP GTX 1650 is not working out, consider a low profile GTX 1050 Ti or an RX 6400, for example...

Appreciate the confirmation of my difficulties !!
Not sure it makes sense to spend upwards of $300 on my older system....Perhaps it's better to put it toward a newer PC, even with integrated graphics, which more prebuilt desktops seem to have.
