Personally, having worked with these processors for quite a while now, of all the options available, I would recommend an i7-9700K or i7-9700KF for your HP Pavilion Gaming Desktop 690-0084 as fitted with the Lincs motherboard (SSID: 843B), which should give you the most power-gaming bang for your buck.

In order to create a gaming desktop, you should upgrade your power supply -if you haven't done so already, in order to power a decent gaming graphics card.
The two main power supply upgrades are:
1.) 400-watt power supply with p/n: L04618-800 or 942332-001.
2.) 500-watt power supply with p/n: 901759-013.
These power supplies are also available via eBay. If you are interested, I can recommend some purchase options.
Depending on your budget, it is very likely that you'll be able to pick a graphics card that is good for you.
The "KF" processor I recommended -the "F" part, that is, means that it has no integrated graphics so you must have a graphics card. That is not a problem because in order to game, you'll need a discrete graphics card.
