HP says I need a Pavillian Power Chassis to upgrade my Ryzen 5 cpu to a ryzen 7 on the Basswood motherboard HP 8399 ver1.  What is a Pavillian Power Chassis?  Original HP PC with HP 300w power supply PS6301-07

The HP Power Chassis is just an updated version of your system.  HP has their motherboards made to their specifications to use in many different models with different configurations.

 

You can use a Ryzen 7-1700 in your motherboard without any updates: https://support.hp.com/us-en/product/hp-pavilion-power-580-100-desktop-pc-series/17142197/model/1847...

 

If you look at the section titled "Processor/Processor upgrade information" there is a list of compatible processors.  All of these processors have been fully tested to assure they will work.  If a processor is not on the list it will most likely not work.
