Yes, you could upgrade an HP EliteDesk 800 G3 DM 35W from a 35-watt processor (such as an i7-7700T) to a 65-watt processor (such as an i7-6700), as you can see with this HP EliteDesk 800 G3 DM 35W model: HP EliteDesk 800 G3 DM 35W Performance Results - UserBenchmark.
I would recommend upgrading your power supply to a 230-watt unit, with p/n: 677766-003 (693706-011).
