Yes, that would work out great: a 400-watt power supply is quite sufficient to power an RX 6600!

The power supply of your HP Pavilion 690-0022nf Gaming Desktop PC as fitted with a Lincs motherboard (SSID: 843B) can be upgraded with a 400-watt power supply with part number: L04618-800, or a 500-watt power supply with part number L05757-800.

Unfortunately, you cannot, as your desktop in wired only for HP's proprietary power supplies.
