Model#a6750f Product#FQ563AA-ABA.
Parents old computer circa 2008. Very least save hard drive and get USB case to protect records.
Any sound advice as to upgrade? Reuse case, drives, power supply, etc. and build with new board & OS?
How about junk? Please advise... Cast your vote.

m9500y same as a6750f
Update the bios to 5.13 and install Mint
https://driverscollection.com/?H=Pavilion%20a6750f&By=HP&SS=BIOS or
https://drivers.eu/PC/HP/Pavilion%20Elite%20m9500y/BIOS
Mint
https://linuxmint.com/download.php
Looks like a GeForce 9500 GS will work
https://support.hp.com/us-en/document/c01616194
probably ANY non UEFI bios video card (2008-2011) will work but check recommended minimum power supply.
If worse comes to worse

According to your desktop's specs (HP Pavilion a6750f Desktop PC Product Specifications | HP® Customer Support: with product number FQ563AA as you provided), the fastest compatible CPU for your PC would be the quad-core AMD Phenom X4 9950. This is at best a mediocre processor compared with today's standards. Fit for basic computing only. Skeptical? Take a look here: UserBenchmark: Hp-pavilion FQ563AA-ABA a6750f Compatible Components. "Tree trunk" performance is standard, so to speak.
Therefore, I agree with @BeemerBiker's meme -LOL: thank you for adding a lighter note!
Kind Regards,
