Welcome to our HP Community Forum!
According to HP, an AMD Sunflower motherboard (SSID: 8433) can be upgraded with the following processors:
I don't believe an Athlon 3000G is compatible with your motherboard. For example, I couldn't find a single HP System Pavilion Desktop 590-p0xxx User here with an Athlon processor.
Looking for processors compatible with the Athlon 3000G here, there are no processors shown which we know are compatible with your motherboard:
The best compatible processors I would recommend for your motherboard/desktop are the Ryzen 7 2700 or the Ryzen 5 2600. They are certainly more powerful compared with an Athlon 3000G:

That's really a downgrade because those tend to come with at least a Ryzen 2200G.
It really comes down to what RAM you plan on using with the motherboard, because the 1xxx series only goes up to 2666 MHz, whereas the 2xxx series goes up to 2933 MHz. The 1700 and 2700 are roughly equal other than the RAM speeds, but the 1700 is cheaper.
If you only plan on using 2666 MHz RAM, i.e. if you bought two used HP desktops that came with that like I did and have better RAM on the other one, go with the 1700. Otherwise, get the 2700.

What do you mean with: "really a downgrade"?
A Ryzen 7 2700 compared with a Ryzen 3 2200G?
Well, let's see: an 8-Cores, 16-Threads, 3.20 GHz up to 4.10 GHz high-end processor vs. a mediocre 4-Cores, 4-Threads, 3.50 GHz up to 3.70 GHz budget processor?
From where I sit, the numbers emphatically beg to differ: https://cpu.userbenchmark.com/Compare/AMD-Ryzen-7-2700-vs-AMD-Ryzen-3-2200G/3957vsm441832.
